Charter panel finalizes town administrator duties

Paxton's Charter Review Committee finished reconciling its draft town administrator article with the position's existing job description. Meeting with a full quorum of four members and two ex-officio members, the committee voted unanimously to approve its September 8 minutes and spent most of its 71-minute session line-editing Article 4, striking a requirement that the administrator get select board approval before contacting town counsel and adding liaison, grant-seeking and union-grievance language missing from the charter draft. Town Administrator Robert told the panel reaching legal counsel is "a day-to-day function" of the job, and confirmed under questioning that the draft, like current rules, would still bar him from serving on Paxton's Board of Assessors.

The committee said the legislative branch and elections sections remain unresolved, and no meeting is scheduled until an October date is set through an online poll, with a goal of finishing the full charter draft by year's end.
