Charter Panel Reworks Town Meeting Rules

Other Committee · Meeting of October 5, 2026
Paxton's Charter Review Committee rewrote the town meeting article of its draft charter, merging two competing versions and settling a long-running wording fight. Chaired by Paul, the committee adopted Town Clerk Laurie Becker's recommendation to use "qualified voter" instead of "registered voter," collapsed separate spring and fall annual-meeting sections into one, and agreed to replace direct Massachusetts General Law citations with footnotes so the charter would not go stale if state law changes. Member Gary said the goal was "a circuit breaker" preventing the Select Board from controlling everything on the warrant without inviting abuse of a low signature threshold.
Member Megan defended keeping a 100-voter warrant-article threshold below the 200-voter threshold to call a special town meeting, calling the latter the costlier action. Both procedural votes, approving September 17 minutes and adjourning at 6:41 p.m., passed unanimously. The committee meets again October 19 and October 28.
